    Planning Commission Minutes
    January 7, 2008
    Approved Minutes
     Meeting was called to order at 7:35 p.m. by Chairperson Kim Koran.
     Meeting attended by:

    Mrs. Kim Koran
    Mr. Matt Konopko
    Mr. Russ Standish
    Mr. Jim Yunker

     Previous minutes were read by Matt Konopko.
     Mr. Yunker motioned to accept minutes as read.
     Motion was seconded by Mr. Standish.
     The motion was carried 4-0.

    Case # 1

     Request for Map Amendment for A-1 to R-1 and Special Use Permit for a P.U.D. for 52.45 acres located at the northeast corner of 80th Ave. and Bruns Rd., Monee, Green Garden Township, IL, P.I.N. 13-24-300-003-0000.

    The owner (null) representative presented his case:

     Stated it would be much like Castlegate.
     A buffer would be installed to the east.
     Owner would put up pedestrian bridge across the creek for the local trail.
     Would be on well and septic.
     Minimum lot size of around 40,000 square feet.
     A homeowners association would be put in place, until then it would be cared for by the developer.
     Owner would install a combination of swales and sewers with downspouts running to the rear.
     Detention ponds would hold water.
     Open space to be left as agricultural under separate owner.

    Board and Public comments:

    Open space should not be farmed.
    Space should be left open.
    Property should have evergreen barriers.
    Detention pond on Bruns is too close to the house to the east.
    The comprehensive plan calls for A-1, E-1 and E-2 for well and septic.

    Q: Is the flood plain certified?
    A: No, it is not a FEMA map.
    Comment:
    It is not reviewable by IDNR because it does not require an IDNR Permit.

    o Q: Is the trail public access or just for homeowners?
    o A: I don%92t know.

    o Q: Are there any stub roads to the north or east for future developments?
    o A: No.
    o Comment:
    %95 There is no sewer and water within a quarter mile of the subdivision.
    %95 Does not comply with the open space requirement because ownership of the open space may be a separate entity

    o Q: Are there any road improvements?
    o A: Only if required.

    Chairperson Kim Koran entertained a motion for zoning change from A-1 to R-1.
    Mr. Standish set forth the motion.
    The motion was seconded by Mr. Yunker.
    Roll call vote:
    Mr. Standish No
    Mr. Yunker No
    Mr. Konopko No
    Mrs. Koran No

    Motion failed to pass, 0-4.
    Chairperson Kim Koran entertained a motion for the S.U.P. with the following conditions:

    o A buffer of 75%92 to the creek.
    o No farming within 75%92 of the creek.
    o Deep-rooted plants are to be placed in the buffer zone.
    o The ponds are to be aerated.
    o Open space to be owned by the homeowners.
    o 25%92 buffer along perimeters.
    o East border to have planted trees.
    o Trail easement to be consistent with Frankfort bike path specs.
    o Comply with road upgrades required by the commissioner.
    o Association is to be 75 6058920n place before dues are paid in.
    o Streets are to have sewers going to the ponds.

    Mr. Standish motioned to accept S.U.P. with conditions.
    The motion was seconded by Mrs. Koran.
    Roll call vote:

    Mrs. Koran No
    Mr. Konopko No
    Mr. Yunker No

    The motion failed 0-4.

    NEW BUSINESS

    Comments:

    The township should utilize long rooted plants to re-supply the aqua filter.
    Should be used along waterways.
    There should be no farming in open space within a subdivision.
    A motion to adjourn was set by Mr. Yunker and seconded by Mr. Standish.
    The motion carried 4-0 by voice vote.

    Meeting adjourned at 8:35 p.m.

    Mr. Yunker motioned to accept minutes as amended.
    Mr. Norkis seconded the motion.
    All in favor- ayes 4-0.
